Update on the STF Core Software Developer Facilitator

Background The OSM Foundation in December 2024 was selected by the Sovereign Tech Agency for a service agreement in the amount of 384,000 EUR over two years to ensure the stability, growth and modernization of OpenStreetMap’s core software. OSMF will be creating two new roles. The first role will be the OSM Core Software Development Facilitator. The facilitator position (remote) will be a contractor position and is funded for 2 years with a total budget of 175 working days. The application period has closed. Status of the transfers of the Meta and ESRI sponsorships to OSGeo Oceania and other approved regional SotMs, via OSMF

Background The board has agreed to facilitate the distributions of sponsorships of two OSMF Corporate Members to 8 regional SotMs via OSMF. More specifically:

• ESRI (Platinum OSMF Corporate Member) has sponsored FOSS4G / SotM Oceania 2024 with $10,000 AUD
• Meta (Gold OSMF Corporate Member) has sponsored 8 regional SotMs with EUR 21,875 in total:

In 2024 Meta provided funds to OSMF for several items, one of which was the sponsorships above.

Meta sponsorships: selection of regional SotMs
The regional SotMs, or the selection process, were not defined in any documents when the agreement between OSMF and Meta was made. The distribution of the Meta funds was discussed on the fundraising team's GitLab repository. Arnalie Vicario (board member at the time and LCCWG member) created a proposal with upcoming regional SotMs and proposed sponsorship amounts. The sponsorships have to be distributed before March 2025 (12 months after OSMF signing the Meta agreement), so a list was compiled with 1) SotMs planned from organisations which are not Local Chapters and have already asked OSMF for a SotM quick licence and 2) Local Chapters which were planning a conference - Arnalie sent an email to the Local Chapter representatives on the Advisory Board.

The list of proposed SotMs and amounts was approved by Meta. Meta will also carry the 5% overhead fee specified in the SotM distribution agreement.

On sponsorship processing status
OSMF has received the sponsorships, the sponsorship distribution agreements and some additional documents from the 6 of the 8 conferences. The board has created the following circulars for voting:

• 2024/Res47 - Approved on 2024-11-28 Distribution to: SotM Rwanda 2024, SotM Kerala 2024, SotM Asia 2024, SotM LatAm 2024
• 2024/Res42 - Approved on 2024-10-13 Distribution of ESRI sponsorship to:FOSS4G x SotM Oceania 2024

About the distribution of sponsorships to regional SotM conferences
The OSMF on 2023-07-29 voted to act as financial intermediary for the distribution of sponsorships by companies to regional State of the Map conferences. The rationale and the template agreement are on the OSMF page Sponsorship support and distribution for local State of the Map (SotM) conferences. Some of the requirements are stated in the agreement.
