It will be noted that local agencies can add conditions, so if an agency converts to these new terms, they would need to evaluate that specific agency's licence to determine if it's compatible. Simon Hughes' report: See attached my French lawyer’s comments on the translations of the OSM guidelines (sorry for it taking so long). Not speaking French myself, it might be good to pass this to whoever made the translations and see if they want to follow the suggestions/changes as my lawyer isn’t familiar with the OSM rules per se. Previous email by OSM France: We are glad you didn't found any major issues regarding our translation,thank you.However, it sounds difficult to host it on the local chapter website as it needs to be kept in sync afterwards.Can't it be possible to create some translations on pages likehttps://osmfoundation.org/wiki/Licence/Community_Guidelines/fr instead please? Previous email: Dear all, I'm a current board member of French local chapter, OSM France. Last year, several contributors had intended to translate into French the community guidelines of ODbL license that the Foundation maintains on its website. Many people will get better knowledge about licenses if those guidelines are given in their mother tongue. Particularly in France, many spent years in arguments about ODbL without exactly knowing what it is all about. Had the Foundation ever being asked for a local translation of those guidelines? Dermot and Guillaume have reviewed the translation of the community guidelines to French, by the French Local Chapter. Dermot's assessment was that the translation cannot be marked as official, in its current form. Both he and Guillaume had significant concerns regarding terminology, particularly around mapping-specific terms. Dermot had marked 15-20 terms in the document. Probably a lot of effort would be needed in improving the document, than might be merited by the usefulness of the outcome.
Suggestions
- Communicate that there are issues with the terminology.
- Provide examples of problematic terminology.
- Make suggestions for terminology - one example per term.
- Recruit another native OSM French speaker, to help with this review.
- Translate the spirit of the terms, instead of having literal translations.
Other points mentioned
- Guillaume has made some changes to the document and Dermot some comments.
- Example of problematic termonology: end of page 18, reference to cottage industries (part of the document about substantial quantities)).
- Découpage régional in also highlighted.
- Tom Hummel has gone through the translation notes by Simon Hughes' TomTom colleuage, who is a native French speaker, and terms like "cottage industries" confused her too.
Action item
Kathleen to sent the document back to the French Local Chapter with the comments and ask them to address them.

I am requesting formal approval for three OGL Canada based licences for theRegion of Waterloo, City of Waterloo, and City of Cambridge.

- The three Canadian licences (Region of Waterloo, City of Waterloo, and City of Cambridge) looked fine.
- Imports: People should be mindful that any third-party rights must be clearly delineated in the data sets.
On attribution
- The main difference between the three licences seems to be that the Region of Waterloo does not require attribution.
- Suggestion for the OSMF webpages: Add the Region of Waterloo, even while attributing them is not required, as it is simpler and is also useful for mappers to know that the licence has been endorsed by OSMF.
On the history of the Canadian licence template
- The British Columbia licence followed closely a template from the UK government and many municipalities in Canada, like Waterloo, used the BC template.
Decision: Licenses approved.
Action item: Kathleen to reply to the sender that the licences were approved. – Done and wiki updated March 1.
Request to review the Turkish ULASAV project licence

The ULASAV project in Turkey publishes some of its data under the license on the link. The content is very similar to the ODbL and nothing says "this is under CC BY", references the Open Definition in their website. so I think it is compatible. but I'd like to be sure whether it would be %100 compatible. Can someone informed from the LWG check it? I've done some edits and will revert in accordance if it's not compatible. I'd be grateful. |
On the page with the licence
- The page doesn't load, even when using a VPN set to Turkey.
- Page related to "Open Data License - National Smart City Open Data Platform".
On mapping in Turkey
- Unclear whether OSM can operate legally in Turkey.
- The Ministry of Environment, Urbanization, and Climate Change (formerly the Ministry of Forestry) issues licenses to organisations that want to do surveying and other kinds of mapping work, and these licences are expensive.
- The General Directorate of Mapping is military-affiliated and provides certifications.
On mapping in Cuba
- According to a participant in a previous SotM conference (as reported by a LWG member), there is no law prohibiting mapping activities in Cuba. However, if people are found mapping, they may be arrested.
- Very active OSM community.
- Po session of GPS devices was troublesome.
Suggestion: Discuss asynchronously on the LWG Signal channel.
Action item: Kathleen to ask the sender of the "project in Turkey" email to send the text of the licence in an email/document, as the website does not load.
