<b>Published - Report about the unusual OSMF membership signups prior to the 2018 board election:</b> On 15 November 2018, there was a significant and unusual spike in signups for OpenStreetMap Foundation (OSMF) memberships as ~100 employees of an outsourcing company in India completed membership applications within a few hours, raising concerns about possible attempts to influence the 2018 election to board. The board initially accepted these memberships, which were not eligible to vote at the elections due to the registration date. The Membership Working Group -which initially became aware of the spike in OSMF member sign-ups- has published a [https://openstreetmap.lu/MWGGlobalLogicReport20181226.pdf detailed report]. The board exchanged emails and had a voice call with representatives of the company, GlobalLogic, which after the publication of the report has offered (2019 February) to withdraw these memberships. <br><b>Policy on MWG members accessing CiviCRM while running for board:</b> CiviCRM is the platform we use for handling our membership database and State of the Map registrations. The MWG has created the following [[Working_Group_Minutes/MWG_2018-11-26#Policy_on_MWG_members_accessing_CiviCRM_while_running_for_board|policy]]: ''"MWG members running for board may continue to serve on the MWG, but are bound by their NDA [Non-Disclosure Agreement]. If they want to use the membership register for election-related purposes they must request it. They may use the existing export functionality for their own request. Board members may also view the same exports at any time on request, as set out in the [[Articles_of_Association|AoA]], including while running for re-election."''
