DWG activity report for Q2, 2023
Statistics
573 tickets were created in OTRS in this quarter (143 of these were copied from the web site issue tracker). Issues of minor importance are sometimes handled directly in the web site issue tracker and will therefore not be counted.
A total of 1008 messages were received in the context of these tickets, and 1168 messages and memos were written by DWG members.
146 tickets were follow-on tickets to older issues, 71 were discarded as spam. 312 tickets created in this quarter were closed, and additionally, 56 tickets from previous periods were closed.
The median time for the first (non-automated) response to tickets was 9 hours.
12 DWG members were active in the quarter (85% of cases were handled by the five busiest members).
The majority of tickets were handled in English (303), but we also used the languages German (21), French (10), Russian (9), Danish (9), and Spanish (7). (We will also often include auto-translated versions of English messages in responses.)
Generally, all these numbers should be taken with a grain of salt because edge cases can be mis-counted in our statistics. Also, due to reorganisation or cleaning out of old information, it is possible that previous quarters shown in the above graph differ slightly from the numbers published at the time.
Comment and Notable Issues
Poor quality landuse import in the USA
There have been several land use imports of varying quality over the years. One particular case in this quarter, in the US, ticked most of the boxes on the "bad import bingo card" - lack of discussion, lots of reports to the DWG by different people, poor quality data (obvious to anyone glancing at it), lots of changeset comments, many ignored. When this was pointed out to the importer, they chose to stop contributing to OSM rather than resolve the issues.
The Import Guidelines are there for a reason and when followed will greatly increase the chances of success for any data import.
Edit war on footpath over Dropping Crag, Scafell Pike, England
This was a dispute over this gully, where one mapper insisted on mapping a "footpath not for the faint of heart", but discussion with OSMers familiar with the area suggested that it wasn't in any real sense a "highway=path" currently (although technically it is "foot=yes" due to being on Access Land). The mapper behind the many alternative accounts involved was subsequently long-term blocked from OSM until they apologised following a different dispute; something that they are yet to do.

One other feature of this case was the creation and self-deletion of numerous sock-puppet accounts - see this for more context on that aspect. As a general rule, while having multiple accounts on OSM is not forbidden, doing it to evade a block or to cover your tracks is not something that will earn you any trust.
Enforcement of "a point of view" with multiple alternate accounts
One user in Italy tried to push through their version of names against the rest of the community; most of the story can be seen here. It's another example where the ability to self-delete accounts was used to try and make it more difficult for other OSMers to investigate their edits - something which happened more frequently later in the year; see subsequent DWG reports for that.
Poor quality remote edits by one mapper
One mapper attracted many complaints by doing high-volume, low-quality remote mapping in an area they were not familiar with. It is a frequent pattern - a well-meaning editor, making many remote edits, other people think those edits are poor quality or just wrong, but the mapper thinks that their time is so valuable that they cannot be bothered to changeset comments or reply to other mappers. In thi case they actually said: "Yes I could focus more on quality instead of quantity but this depends on the focus and the viewpoint on how a volunteer wants to contribute". The contributor has since slowed down a bit, and although some of the other points haven't been entirely taken on board, we haven't had subsequent complaints.
It should be obvious but it bears repeating - when mapping far away from home, consider yourself a guest and don't ignore local mappers when they try to get in touch. Adding poor quality data in someone else's backyard may not be welcome.
Organised mappers ignoring the OEG
In one case this quarter, we had to slow down corporate mappers working for a large company. We see this fairly regularly. Here (as is usually the case) nothing was done in bad faith; it was just an omission by busy, overworked employees of a large organisation.
If you are editing OSM as part of your job, always make sure that you follow the Organised Editing Guidelines - and point your manager to them if necessary. The most important requirement of these guidelines is transparency; mappers deserve to know whom you are working for and what you are tasked with.
Private property
This quarter also had its usual share of "private property" complaints, where someone writes in asking to remove a path from OSM because it is on their property. We usually manage to get people to understand OSM and that we won't remove the path but mark it as private instead. Most complainants are content knowing that hiking apps like AllTrails or Komoot will ignore such paths. A small percentage of complainants insist on removing a path altogether, which is not something we usually do unless they can prove to us that the path has ceased to exist.
