DWG activity report for Q1, 2022
Statistics
521 tickets were created in OTRS in this quarter (163 of these were copied from the web site issue tracker). Issues of minor importance are sometimes handled directly in the web site issue tracker and will therefore not be counted.
A total of 854 messages were received in the context of these tickets, and 1107 messages and memos were written by DWG members.
78 tickets were follow-on tickets to older issues, 56 were discarded as spam. 348 tickets created in this quarter were closed, and additionally, 99 tickets from previous periods were closed.
The median time for the first (non-automated) response to tickets was 7 hours.
17 DWG members were active in the quarter (87% of cases were handled by the five busiest members).
The majority of tickets were handled in English (358), but we also used the languages Dutch (31), German (15), French (13), Spanish (10), Russian (8), and Danish (7). (We will also often include auto-translated versions of English messages in responses.)
Generally, all these numbers should be taken with a grain of salt because edge cases can be mis-counted in our statistics. Also, due to reorganisation or cleaning out of old information, it is possible that previous quarters shown in the above graph differ slightly from the numbers published at the time.
Comment and Notable Issues
Fictional buildings in the USA
Here a new mapper appears to be using OSM to mark "areas of interest" as buildings. The issue is still ongoing as a low-volume background issue; no successful communication with the mapper has occurred yet.
Mapping military areas in Ukraine
This concerns an issue raised with the DWG about the mapping (and remapping) of military areas in Ukraine. The complaint resulted in this block: https://www.openstreetmap.org/user_blocks/5817 and this complaint: https://community.openstreetmap.org/t/country-based-authorizations/838 . Other problematic edits associated with Russia's invasion of Ukraine
We've handled a number of tickets associated with this. Some were fantasy renamings of locations such as: https://osm.mapki.com/history/node/1686293227 (although some renamings such as here: https://www.openstreetmap.org/way/571906757 have of course actually happened). Others included a mapper from Russia claiming that an incident involving a significant loss of life: https://en.wikipedia.org/wiki/Mariupol_theatre_airstrike was the result of actions by Ukraine rather than (as more widely suspected) by Russia. The OSM edit that this mapper commented on actually made no claim as to the aggressor; merely that the destruction had happened.
Fantasy mapping so that edits show up in third-party users of OSM data
Many third-parties use OSM data, including some games. One particular group of mappers was using this to construct "adverts" for companies to appear in one of these games, by adding fictional data to OSM.
Extensive copying of data from Google maps in Canada and problematic edits elsewhere
Despite an intensive effort to bring the mapper "into the community" and to use only compatible sources, we were unable to do so, and a large amount of data needed to be reverted and then redacted. The local community were able to identify differences between ground truth and data added; and the data added did seem to match Google Maps.
Deletion of large amounts of data by an USAID funded project in Madagascar
The DWG was contacted about an organised group deleting thousands of objects - mostly landcover and waterways - in Madagascar, using changeset comments with hashtags that were unintelligible to mappers, and requests for clarification remained unanswered. The DWG blocked the accounts in question and after a while learned that this was an insufficiently documented organised effort by an USAID funded anti-Malaria project, where mappers had not been instructed to engage with the community and did not speak English. The deletions were executed to have a "clean slate" to work on adding new data, and because many of the deleted features were not immediately visible on aerial imagery. Because there was no contact information an any of the account profiles and no matching documentation on the wiki, the DWG blocked all participating accounts asking for the project manager to get in touch. This produced the desired effect, and required documentation was added and mappers instructed to be more careful when working with existing data.
